S.C. at forefront of the battle against identity theft By Seanna Adcox - The Associated Press COLUMBIA --S.C. residents could put a free block on their credit reports to help protect themselves from identity theft under a proposal on the verge of clearing the General Assembly. The legislation allows residents, at no cost, to freeze their credit - blocking any new loan or credit card from being approved - and temporarily unfreeze it when they want to open new accounts. "If you can cut off a new account before it's opened, that ends the headache for you," said Gail Hillebrand, an attorney for the Consumers Union. "Prevention is the best security." Indiana is the only other state that requires the credit blocking service to be free.
Spending habits: Americans at all income levels tighten their belts
Until recently Shannon Palmer, like many Americans, spent money freely. She assembled a nice wardrobe, took four vacations a year, and ate out often. But now, as she listens to economists discuss the likelihood of a recession, she recognizes the need to get her own finances in order. "I'm young and I feel mostly secure in my job, but I have a good deal of debt on my back," says Ms. Palmer, a publicist in Andover, Mass. As a step toward fiscal responsibility, she has begun a "very aggressive" plan to pay off student loans, a car loan, and credit-card bills. She has also started to save. "This is a time for action when it comes to people taking responsibility for their personal finances," she says. "This is just the motivation I needed. It's forced me to look at things differently." Looking at things differently is a theme running through conversations of Americans at all income levels these days as they review their spending habits.

Aktyv Bank Starts Issue Of Paycards With Client Photos
Midsized bank Aktyv Bank (Kyiv) started to issue payment cards with its clients' photos. The bank disclosed this in a statement. "OJSC Aktyv Bank is suggesting to its clients the drawing and issue of Free Design paycards, which may bear photos, nature or any other pictures," the statement says. The bank may place the picture on the card's right side at the client's wish. Free-design cards are issued on the basis of Visa Electron. As Ukrainian News reported, the bank's credit portfolio was valued at UAH 1,198.7 million as of October 1, 2007, when its assets were valued at UAH 1,683.39 million and the capital totaled UAH 375.95 million. The bank ended January - September 2007 with net profits of UAH 16.078 million, and 2006 with profits of UAH 21.064 million.
